The New York State Teacher Certification Examinations (NYSTCE) are designed to measure a candidate’s knowledge and skills in relation to an established standard rather than in relation to the performance of other candidates.
 
NYSTCE program preparing teachers and other professional school personnel ensure that candidates have the knowledge, skills, and dispositions required for effective teaching. The Office of Teaching Initiatives at the State Education Department is responsible for certifying teachers in New York State.
Test questions were developed using textbooks, New York State learning standards and curriculum guides, teacher education curricula, and certification standards. The tests were developed in consultation with committees of New York State teachers, teacher educators, and other content and assessment specialists.


The NYSTCE are criterion-referenced, objective-based tests designed to measure a candidate’s knowledge and skills in relation to an established standard rather than in relation to the performance of other candidates. The explicit purpose of these tests is to help identify for certification those candidates who have demonstrated the appropriate level of knowledge and skills that are important for performing the responsibilities of an educator in
New York State public schools.


The NYSTCE exam series includes the following tests:
  • Assessment of Teaching Assistant Skills (ATAS)
  • Liberal Arts and Sciences Test (LAST)
  • Elementary Assessment of Teaching Skills—Written (ATS–W)
  • Secondary Assessment of Teaching Skills—Written (ATS–W)
  • Content Specialty Tests (CSTs)
  • Bilingual Education Assessments ( BEAs)
  • Communication and Quantitative Skills Test (CQST)
  • Assessment of Teaching Skills—Performance (ATS–P) (Video)
